Step 1. Launch the VMware virtual machine, select macOS Big Sur virtual machine, and click on Power on this virtual machine.
Step 2. Now, click on Install macOS Big Sur in the top right-hand corner and select Eject “Install macOS Big Sur.” If you don’t see Install macOS Big Sur then skip to the third step.
Step 3. Select the VM tab and click Install VMware Tools…
Step 4. The VMware Tools window will pop up, double-click on Install VMware Tools.
Step 5. Click Continue to start the installation process.
Step 6. Click Install.
Step 7. Enter the password and select Install Software.
Step 8. Click Open Security Preferences.
Step 9. Here, click on the lock icon at the bottom left-hand side and enter your Mac password and click Unlock.
Step 10. On this screen, click Allow next to System software from developer “VMware, Inc.” was blocked from loading. When you are done, click the lock icon again. Click Not Now if prompted.
Step 11. Close Security & Privacy window.
Step 12. Click Restart.
Step 13. Finally, enjoy macOS Big Sur in full-screen mode or full-resolution mode on VMware Workstation.

This didn’t fix it
This will work.
It works.. Follow the directions and don’t skip steps. I skipped a step kinda. When attempting to install Tools. You think it’s installed but it’s really not. You have to click the lock symbol in bottom left corner of popup in system preferences. After unlocking you will see everything complete and MacOS and VM tools will simultaneously ask to restart. I clicked restart later in MacOS and clicked restart in VM tools dialog box. Then viola, perfection!!!
